region b is the newest version of the Blu-ray Disc standard, so it means that all regions will be compatible. Although this disc is not backwards compatible, the features and options are the same. The discs are being produced by Sony, so they are not going to release them for the PS3 for a while.

This is why the Blu-ray Disc is region-locked and the PS3 disc is not.
