In short, yes. Crossplay is an additional layer of content that can be downloaded on a phone and play on an Xbox One and PS4. It can be played on the Xbox One and PS4 without a Wi-Fi connection.

If the developer of a title does not support cross-play, then it is not a game on its own. Games are not necessarily supposed to have cross-play, it is an optional feature rather than something that is required by the developers. Nintendo is not alone in this, in fact Nintendo has stated multiple times that cross-play will be enabled in the near future.
It’s clear that Nintendo wants to cross-play because it makes the game feel more cohesive. However, it’s also clear that cross-play is a pretty big ask. I was really excited to hear about this in the past, but now that it’s been announced I’m wondering if they’ll actually do it. Its not a huge ask, but I think being able to utilize the cross-play features of the Wii U is a pretty big ask. Its not like Nintendo just announced they were cross-developing the game. I think its pretty clear that Nintendo wants to cross-play because the game has to be able to utilize its own GameCube technology to make it feel more cohesive. The Wii U does have the GameCube technology, but it’s limited.

The last time they announced a game for the Wii U, they said it would be “part of the next generation.” That doesn’t mean 2k will be on the next generation. More like it will be on the next generation of the Wii, meaning it will have cross-play features, but it won’t be part of the next generation.
Its a little hard to say. They never explicitly said on their website that it will be part of the next generation. I would guess so. But I’m sure someone would have said something if it was. I don’t know about the next generation, but that does not mean 2k will not have cross-play features.
